Quick answer
How to convert JPG to PDF
Add your images, put them in order, pick a page size and download. Each image becomes one page of the PDF. It works the same on a phone and a computer, and your photos never leave your device.
Add images
Tap Select images and pick photos from your gallery, the Files app or your computer. You can also drag images straight onto the box. Add more at any time; they join the end of the list.
Arrange the pages
The order of the Files list is the order of the pages. Use the ↑ and ↓ arrows to move an image, or remove one you added by mistake. The live preview shows every page exactly as it will look.
Choose the layout
Pick the page size, orientation, margin and image placement (fit the whole image or fill the page). Not sure? Click Magic and the tool picks sensible settings for you.
Create the PDF
Click Create PDF and the file downloads right away. From the download screen you can pass it straight to Compress PDF, Merge PDF or the PDF editor to sign it, without adding it again.

Page settings
Control how your photos look
Five settings decide what each page looks like. The preview updates as soon as you change one, so you can try them all before you download.
| Setting | Options | When to use it |
|---|---|---|
| Page size | A4, Letter, Legal, Same as image | A4 for India, the UK, Europe and most forms. Letter for the US and Canada. Legal for long US legal documents. Same as image for photo books and screenshots, where each page takes the photo's own shape. |
| Orientation | Auto, Portrait, Landscape | Auto gives landscape photos a landscape page and tall photos a portrait page, so nothing ends up tiny. Pick Portrait or Landscape to force every page the same way. |
| Image placement | Fit whole image, Fill page (crop) | Fit for documents, so nothing is cut off. Fill for edge-to-edge photo pages, where a little cropping at the edges does not matter. |
| Margin | None, Small, Large | Small or Large gives a clean, printed-document look with white space around the image. None is best for full-bleed photos. |
| Shrink big photos | On, Off | Turn it on when the PDF has to stay small, for email or an upload portal. Very large photos are scaled down and re-saved as JPEG. |
Orientation and image placement only appear for fixed page sizes. With Same as image, each page already matches its photo, so there is nothing to rotate or crop.
What the Magic button picks
Magic sets A4, Auto orientation, Fit whole image and a Small margin, which suits most documents and photo sets. If the images you added come to more than about 8 MB in total, it also turns on Shrink big photos so the PDF stays light. Every setting can still be changed afterwards, and the Undo link in the message puts things back the way they were.
Formats
Convert PNG, WebP and other images
The name says JPG, but most common image types work. You can mix formats in one PDF.
JPG / JPEG
Phone and camera photos. When Shrink big photos is off and the photo is already the right way up, it goes into the PDF exactly as it is, with no re-compression, so the quality stays original.
PNG
Screenshots, designs and logos with sharp edges and small text. PNGs are added without loss, and transparent areas show as the white page behind them.
WebP
Images saved from websites and messaging apps convert without any extra step. They are redrawn and saved in a form every PDF reader can show.
GIF and BMP
Older formats work too. An animated GIF becomes a single page showing its first frame.
iPhone HEIC photos
iPhones often save photos as HEIC. Safari can usually open them, but some other browsers cannot. If a photo shows "Format not supported" in the Files list, either open this page in Safari, set your camera to Settings → Camera → Formats → Most Compatible so new photos are saved as JPG, or share the photo as a JPG first. Newer formats such as AVIF work in browsers that can display them.
Phone scanning
Turn phone photos into a scanned PDF
You do not need a scanner. A phone photo of a document makes a perfectly good PDF if you take it well.
Good light
Shoot near a window in daylight and keep your own shadow off the page. Avoid the flash, which leaves a bright spot.
Straight on
Hold the phone flat, directly above the page, so the text is not stretched into a slanted shape.
Plain background
Put the paper on a dark, plain table. The edges of the page stand out and are easy to crop.
Crop first
Trim the desk and your fingers in your phone's gallery app before converting. This tool places images as they are and has no crop tool.
Rotation is handled
Phones save the "which way is up" information in a hidden EXIF tag. The converter reads it and turns each photo the right way up for you.
Scan to PDF in five steps
Photograph and crop
Take one photo per page and crop each one in your gallery app.
Add all the photos
Open this tool and select every page at once. Name or pick them in page order to save time.
Pick document settings
Choose A4 (or Letter), Fit whole image and a Small margin.
Shrink the photos
Turn on Shrink big photos. Modern phone photos are several megabytes each, which a document does not need.
Create, then compress if needed
Click Create PDF. If a portal asks for a file under 100 KB or 200 KB, open the result in Compress PDF and use the Max level.

Best practices
Tips for a perfect PDF
Do
Use Fit whole image for documents so no text is cut off. Turn on Shrink big photos for email and upload portals. Name photos 01, 02, 03 so they are easy to put in order. Check the preview for sideways or blurry pages. Use PNG for screenshots with small text; it stays crisp.
Don't
Don't use Fill page for documents, because the edges may be cropped. Don't use the flash on glossy paper; it causes glare. Don't leave the desk or your fingers in the shot. And don't upload ID photos to converters that store your files on their servers.

Privacy
Your photos stay on your device
ID cards, certificates and personal photos are exactly the kind of files you should not hand to a stranger's server.
This converter reads your images inside your browser, builds the PDF there and hands it back to you as a download. Nothing is uploaded, nothing is stored, and nobody, including us, can see your photos. Close the tab and they are gone from the page.

- No file storage

Converting is often just the first step. Need to add an existing PDF to your photos? Merge PDF takes PDFs and images together. File too big for a portal? Compress PDF shrinks it. Need to sign or fill it in? The PDF editor adds text, ticks, dates and your signature. To clean up a photo or signature before converting, try the Background Remover; to share the finished file, the QR Code Generator can point to it; and the Invoice Generator builds PDF invoices in minutes.
FAQ
Frequently asked questions
How do I convert JPG to PDF for free?
Add your JPG images, put them in order, choose a page size and click Create PDF. It is free, with no sign-up and no watermark, and there is no daily limit on how many PDFs you make.
How do I combine several images into one PDF?
Select all the images at once, or add them in batches. Each image becomes one page, in the order of the Files list. Use the ↑ ↓ arrows to change the order.
How do I convert a photo to PDF on my phone?
Open this page in Safari (iPhone) or Chrome (Android), tap Select images, pick your photos and tap Create PDF. The PDF is saved to the Files app on iPhone or the Downloads folder on Android.
Will the image quality be reduced?
Not unless you ask for it. With Shrink big photos off, JPGs that are already upright and PNGs go into the PDF at their original quality. Photos that need turning, and other formats, are redrawn at full size and saved at good quality. Turn on Shrink big photos only when you want a smaller file.
How do I make the PDF smaller?
Turn on Shrink big photos before you create the PDF: large photos are scaled down to about 2200 pixels on the long side and saved as JPEG. For strict limits such as 100 KB or 200 KB, also run the result through Compress PDF on the Max level.
Why are my photos sometimes sideways, and will they be here?
Phones often store a photo sideways and add a hidden EXIF tag saying how to turn it. Some apps ignore that tag. This converter reads it and turns each JPG the right way up automatically.
Can I convert PNG to PDF?
Yes. PNG, WebP, GIF and BMP work as well as JPG, and you can mix them in one PDF. PNG transparency shows as the white page behind the image.
What page size should I choose?
A4 is the standard in India, the UK and most of the world. US Letter is the standard in the US and Canada. Choose Same as image for photo books and screenshots, so each page matches its photo exactly.
Can I add margins around the images?
Yes. Choose None, Small or Large. Small margins give a clean, printed-document look; None lets photos run to the edge of the page.
Can I convert HEIC photos to PDF?
Only if your browser can open HEIC, which Safari usually can. Otherwise set your iPhone camera to Most Compatible, or share the photo as a JPG first.
Are my photos uploaded?
No. The conversion happens inside your browser, so your photos never leave your device.
Can I add a PDF and images together?
This tool takes images only. To combine images with existing PDFs, use Merge PDF, which accepts both in any order.
Is there a limit on how many images I can add?
There is no fixed limit. Your own device does the work, so very large batches depend on its memory. Around 250 MB of images at once works on most computers; above that the tool warns you. Phones handle smaller batches best.
Can I crop or edit the photos here?
No. Images are placed as they are, so crop them in your gallery app first. Fill page (crop) only trims the edges to fill the page. To add text or a signature after converting, open the PDF in the PDF editor.
